Development and Construction Philosophy
Drawing lessons from the development history of world-class petrochemical bases, and starting from its development needs, SCIP innovatively works out an actionable set of development philosophies characterized by Integrated Product Projects, Integrated Utilities and Supporting Services, Integrated Logistics, Transportation and Transmission System, Integrated Environmental-Protection Approach and Integrated Management Services, thus positioning itself uniquely with advantages in Professional Integration, Centralized Investment, Efficient Resource Utilization and Efficiency Synergies. The advanced Five Integration development philosophy and operational approach has later been adopted by MIIT and CPCIA as best practice and guiding principles for China’s chemical industrial park development.

Product and Project Integration
The petrochemical-oriented park has been developed by attracting relevant companies along the product chain with SECCO’s ethylene projects on the upstream,SLIC’s isocyanate and Covestro’s isocyanate and polycarbonate on the midstream plus Evonik’s multi-user base and 3M’s adhesives on the downstream to close the circular loop with more than 80% project relevance and synergy.

Public Utilities and Supporting Services Integration
The park has worked with world-renowned companies like SUEZ, AIR PRODUCT, VOPAK, PRAXAIR and SEMBCORP through international tender to build an integrated utilities infrastructure to provide water, electricity, heat and gas to tenant companies.

Logistics, Transportation and Transmission Integration
The park has put in place an integrated on-campus logistics system of docking, pipeline corridor, tank yard and warehousing facilities well connected with external railways, roads and shipping lanes to enable a convenient, secure and efficient logistics network to service the need of economical, safe and fast transportation and transmission of chemical supplies which are mostly in gas and liquid forms, for resident companies.

Circular Economy and Environmental Protection Integration
As part of the efforts to create a green environment, the park adopts clean energy, clean facilities and clean manufacturing techniques to build an integrated clean production environment characterized by centralized waste water and solid waste disposal and treatment. In addition, a circular economy demonstration base is put in place to ensure balanced and harmonious development between industries and the ecological environment by Reduced Usage, Recycling Utilization and Reuse of Materials.

One-Stop-Shop Services Integration
The park provides one stop shop government affairs services as well as optimal public service offerings to enable an accessible business environment with high quality services for companies from different countries, with different business natures and of different sizes so that a sense of synergistic belonging can be forged.
